According to the Playstation Store, the re-release of Grand Theft Auto V will be about 50 GB, the largest game to date. This will most likely be the case on the Xbox One, but it isn’t really that big of an issue, since most people buy the hard copy anyways.
Current-gen consoles aren’t made for downloaded games right yet (maybe the Xbox One, since it can support an external hard drive). Take last-gen consoles. A PS3 had around 160 GB of space and could fit multiple games because of their file size. The modern consoles have 500GB and downloading a game like GTA V will take up a 10th of the space.
