Gallagher is a 4-star healer with a Fire element. Besides healing his allies, he can also dish out decent damage and increase Break DMG taken by enemies.

The best Light Cone for Gallagher is the 5-star Light Cone Night of Fright. Other viable Light Cones include Echoes in the Coffin and Perfect Timing. For F2P players, you can use Quid Pro Quo or Multiplication.
I recommend equipping the Thief of Shooting Meteor set on Gallagher to increase his Break Effect. Another possible combination is a two-piece Thief of Shooting Meteor with a two-piece Watchmaker, Master of Dream Machinations. The two sets can boost his Break Effect efficiency, making him a master at breaking enemies’ Toughness bar.
You can give the Talia: Kingdom of Banditry set for Planar Ornaments to Gallagher. This gear can boost his Break Effect, increasing his healing output from his Talent.
