Kenji Tomochika is the persona who represents the Magician Arcana in Persona 3 Reload. He is also a student at Gekkoukan High School, and you can hang out with him to increase his Social Link Rank. Like in Persona 5 Royal, your dialogue choices can influence how many points you get. Since there are numerous Social Links, you want to max out his Rank immediately. Persona 3 Reload Kenji (Magician) Social Link Choices Guide
Kenji Tomochika will introduce himself to you at the start of the game on April 21. The next day, he will approach you and invite you to eat some ramen. If you accept, you can start the Magician Social Link but do note that you will spend your whole afternoon with him. Once you establish a Social Link, it will be automatically upgraded to Rank 1. The choices that you make during your first hangout are not important since none of them will give you any points.
If you want to get extra points, I recommend having a Persona with Magician Arcana. This will usually allow you to access the next Rank during the following hangout. Here are the dialogue choices that you can make during other Social Link events with Kenji:
