You can get Barbara for free from the Baptism of Song event. Unlike most events, this one is permanent, and you can complete it by reaching Adventure Rank 18 and finishing A Long Shot quest. She is also available in all banners, which include Beginners, Standard, and Limited-Time Wish.
Barbara is a four-star Hydro Catalyst user whose kit revolves around healing your party. When she unleashes her Elemental Burst, she can heal nearby allied characters and your characters based on her Max HP.

For the artifact set, you can equip the Ocean-Hued Clam set on Barbara. Its 2-set piece bonus can increase her Healing Bonus, while the 4-piece bonus can summon a Sea-Dyed Foam, which will explode and deal damage after some time. The amount of DMG will be based on the amount of HP restored while the Sea-Dyed Foam is powering up.
Barbara’s C6, Dedicating Everything to You, is the best Constellation you can unlock. This lets her revive a fallen character automatically and restore them to max HP. Unfortunately, this skill can only occur once every 15 minutes.
When upgrading Barbara’s Talent, you should focus on her Elemental Burst and Skill since that’s how she heals her teammates. I don’t recommend upgrading her Basic Attack because her kit revolves around her as a healer, and you will only waste your time turning her into a main DPS.
