So recently some one has asked Noam Jenkins, the voice of Aiden Pearce (who is the main character) , and he has revealed a time frame of when Watch Dogs might release on the tweet below

It goes inline with what Ubisoft had said about a Q2 release for Watch Dogs. If the release date does stick, hoping there isn’t more delays, is it really wise for Ubisoft to have a summer release?
Most video game companies tend to avoid summer release and instead opt for any of the other 3 seasons to release titles.
Lets hope Ubisoft confirms an actual date soon for Watch Dogs
