In order to get the Paraglider, you need to progress through the main game storyline and land on to the grounds of the Hyrule region. Once you do that, make your way to Lookout Landing and wait for the “To The Kingdom” quest to begin.
In the To The Kingdom quest, you will be tasked with finding Purah, an NPC who will hand you the Paraglider once you finish doing all the necessary things she asks you to do. After you exhaust the short interaction with Purah, the “Crisis At The Hyrule Castle” quest will come into force, directing you to reach out to Captain Hoz in Hyrule Castle. Once you reach them, engage in a short conversation with the Captain and then return to Purah in Lookout Landing.
Purah will then guide you to one of the Skyview Towers. Next, she will activate the tower, which will help you reveal some parts of the in-game map. And eventually, you will get what you’ve been working for, the Paraglider!
