You can start this hidden mission by speaking to Heliobus on Guqin at the Swallowsong Pavilion in the Fyxestroll Garden. The fastest way to reach this location is to teleport to the Swallowsong Pavilion Entrance Space Ancor and then take the stone elevator.
You can find a small green flame floating above a guqin at a pavilion. Speak to the Heliobus and listen to its ramblings until it asks you to find someone who knows about music at Xianzhou Luofu.
You can get more info about this person by chatting to Mr Xiyan in the Central Starskiff Haven area. He will tell you to visit Ms. Gongyu, who is located in the Exalting Sanctum.
I recommend teleporting to the Synwood Pavillion Space Anchor so you only need to turn to your right to find her. She will be surrounded by a crowd listening to her music, and she will give you the New Guqin Recording.
