The discovery that Nintendo and Koei Tecmo were working on a 3DS version of Hyrule Warriors was a definite surprise, I don’t honestly think that anyone would have picked that this would happen but it is certainly a welcome surprise. As we know the new game is set to feature Wind Waker characters which is something we wanted to see in the original game, the whole idea of these characters in the real draw in point with the game and gives more reason, or at least from my perspective, to purchase the game for the 3DS. The real interesting thing about the 3DS game is the fact of The Wind Waker, which in the Wii U version of the game was absent, but was actually considered as a part of the original Wii U game. The reason Wind Waker never made it into the final product was “as it differs so drastically from the other titles with its visuals and the world, it was hard to bring those games together”, so the idea was forgotten.
With Hyrule Warriors Legends, Koei Tecmo wanted to create a brand new epilogue-like story so Wind Waker was revisited. Further confirmation from the developers says that the games Wind Waker segment will begin after the ending of the Wii U version.
