You can get the Phantom Slash Ash of War in Elden Ring by defeating the Night Cavalry optional boss who appears in the Forbidden Lands area of the Lands Between.
In order to obtain this skill, you need to reach the Forbidden Lands via the Leyndell Royal Capital. Once you are there, you must defeat the Night Cavalry boss.

Note: Night Cavalry spawns at night, so make sure to change the time from Day to Night. You can do this by locating the Site of Grace in Forbidden Lands.
