FF7 Rebirth Phoenix Summon Divine Intel Locations
You can discover the Phoenix Divine Intel locations by activating Intel Towers in the Junon region. However, the last Pheonix Sanctuary is quite hidden, and some players may need help finding it.
Phoenix Sanctuary Alpha
The first Phoenix Divine Intel in FF7 Rebirth can be found on the west side of the Junon region. You must ride your new Chocobo to climb the cliffs and reach the hidden Sanctuary.
Phoenix Sanctuary Beta
Like the previous Divine Intel, you must ride your Chocobo to reach this Phoenix Sanctuary. It is located on the northeast side of the Junon region and hidden inside a large cave high above the mountain.
Phoenix Sanctuary Gamma

Once you have synchronized with the three Phoenix Sanctuaries, you can visit Chadley to challenge the Summon. During the fight, the boss summons various monsters into the arena. You must defeat these creatures first before you can deal damage to Phoenix.
Fleetwing and Archdragon are weak against Aero, while Orge is vulnerable against Fire. Once all the monsters are dead, you can use Ice magic to deal extra damage to the boss.
The only way to pressure Phoenix is by hitting the Summon with powerful attacks when casting Empowering Flame. You must interrupt this move because if the boss manages to use this ability twice, it will unleash Rebirth Flame.
