The first method is through thievery, which requires players to progress through the story quest of Throne in Chapter 4 and unlock access to Lostseed, Brightlands. By stealing from a Hollowed Vessel located in this area, you can obtain the Forbidden Elixir.
The second method is by going to the Guard Outpost in Conning Creek. However, in order to access the Guard Outpost in Conning Creek, you must complete Osvald’s story quest up to Chapter 3. At this point in the narrative, your journey should take you to Conning Creek. Progress through the chapter, and you will get access to the Guard Outpost.
