The villains in the Resident Evil series have a strange love for puzzles, and unfortunately, Leon has to deal with their obsessions during his mission in Spain. From the Church to the dining room, the Los Iluminados cult has tried its best to fill every location with weird puzzles that serve as their means of protection.
Among them is the power puzzle that you will encounter for the first time in the Dissection area during Chapter 13. Even though you may think that you’ve seen the last of this puzzle type when unlocking the storage room containing the LE 5 SMG, you will actually need to solve another one after saving Ashley in Chapter 14. Resident Evil 4 Remake Waste Disposal Power Puzzle Guide
When you first discover the Electronic Terminal Lock in the Waste Disposal area, the device is frustratingly powered off, which prevents you from accessing the puzzle. You will need to find the Power Control located nearby to turn on the machine, but you must first cross a bridge to reach it.
You can order Ashley to hold the device that keeps the bridge up and make your way to the Power Control. There won’t be any enemies blocking your path, which is a clear sign that there is an ambush waiting for you. Once you pull the lever to power up the electricity in Disposal A, several Ganados will barge into the area and attempt to kidnap Ashley.
There is no need to run all the way back to the bridge because you can just shoot the enemies through the iron bars. However, you must also be careful on your way back since a Regenerator will somehow appear near a pile of trash and try to stop you from returning. It is best to kill this monster immediately, since you may return to this area to complete the Even More Pest Control Request.
You can face this bio-weapon head-on using your weapons, but you can also goad the creature into following you back to the bridge. After you safely make your way across, Ashley will release her hold on the device and let the bridge drop, causing the Regenerator to fall to its death.

Okay that’s bullshit! I kill the 4 ganados through the bars, then go back, and as soon as I’m in the control room another ganado spans and kidnaps her AND the regenerator is right behind me.
Either that got patched or my game glitched, but it happens every time so I doubt it’s a glitch.
Are you playing in Hardcore or Professional mode? It may be because of that. The game likes to be a bit of a jerk in higher difficulties. I usually wait until Leon asks Ashley if she’s alright before I try to return.
