You can the get Butler’s Tailcoat after completing the Misha’s Next Chapter side quest in Wellgrove in the Leaflands. The quest will become available only after completing Partitio’s story. After doing so, go to Alrond’s Estate in Wellgrove and talk to Misha in the far-right room to start Misha’s Next Chapter side quest.
